Erick is a Senior Associate in the Administrative and Regulatory Law Practice, specializing in Public Procurement, Concessions, Public-Private Partnerships (PPPs), Administrative Procedure, Administrative Simplification, Bureaucratic Barriers, Public Services Regulation, Competition Law, Arbitration, and Dispute Boards.
He has extensive experience providing strategic advice in administrative law, particularly in public procurement, public-private partnerships (PPPs), and administrative sanctioning proceedings, assisting public entities and private companies in regulatory risk management, defense before administrative authorities, and decision-making with economic impact. He also advises on and participates in arbitrations related to public procurement and PPPs, both at the domestic level (ad hoc and institutional) and internationally, with experience in ICSID arbitrations, integrating a regulatory approach with contentious strategy.
Additionally, he has a significant practice advising government entities and public companies, providing support in procurement processes, administrative actions, supervision, transparency, control, and disputes arising from public management, with a preventive, technical, and project sustainability-oriented approach.
Prior to joining Rubio Leguía Normand, Erick worked and collaborated with key public sector institutions, such as the Office of the Comptroller General of the Republic, INDECOPI, OEFA, and various ministries (MINJUS, MINAM, MTPE, and MIDIS), which provides him with a practical understanding of how the Public Administration operates. In the private sector, he has advised companies bidding for and contracting with the State on relevant administrative and regulatory law matters.
He is a practicing Arbitrator and Adjudicator, serving on Arbitral Tribunals at the Arbitration Center of the Lima Chamber of Commerce and the Arbitration and Dispute Resolution Center of the Pontifical Catholic University of Peru, among others.
In academia, he is a tenured professor at the Faculty of Law and Political Science of the National University of San Marcos, where he has taught courses in Administrative Law, Public Services Regulation, Public Procurement, Public Policies, and Arbitration.
He is the author of several publications, including books and articles in specialized journals, and is also a speaker at national and international conferences.
