Annie is an Associate in the Natural Resources: Energy and Hydrocarbons practice area, with experience providing legal advice to national and foreign companies and investors in the development, financing, and operation of power projects, as well as in activities within the hydrocarbons sector.
In the electricity sector, she is involved in the review, negotiation, and drafting of supply agreements and other contracts required for the development of generation and transmission projects. She also supports energy-sector bidding processes and participates in the preparation of due diligence reports for the development and financing of power projects. Annie provides legal advice for obtaining and regularizing electrical, environmental, and mining permits, including the preparation of regulatory obligations matrices aimed at ensuring the viability of energy projects. In this sector, she handles regulatory inquiries and participates in the preparation of legal reports related to the suspension of contractual deadlines due to force majeure events, as well as in the drafting of administrative appeals and support in administrative sanctioning proceedings.
In the hydrocarbons sector, she provides legal advice for obtaining and regularizing permits related to distribution, transportation, and commercialization activities. She also participates in the preparation of administrative appeals, administrative sanctioning proceedings, and arbitrations related to hydrocarbons activities.
She also has experience advising on arbitrations and legal matters related to concession contracts, including those structured under the Public-Private Partnership (PPP) regime.
Prior to joining Estudio Rubio Leguía Normand, she worked at Termochilca S.A. and at the Committee for the Economic Operation of the National Interconnected System (COES).
In the academic field, she served as a teaching assistant for the Legal Clinic on the Right to Identity at the Pontifical Catholic University of Peru (PUCP) from 2022 to 2024. She is currently a teaching assistant for the Energy Law course at the same university, a position she has held since 2022.
